II. COMPANY PROFILE 

The Engtehlift Engineering Advisory Center was built in 1991, and it is the first and main engineering center in Russia for the technical safety of lifting structures.

Our history

The Engtehlift Engineering Advisory Center is the first and oldest engineering center in Russia, and it started work on November 9, 1991, as the small state company “Engineering and Advisory Center for the Technical Safety of Elevators and Other Lifting Structures”. From the very beginning of its work, in compliance with the Regulations on the Engtehlift Engineering Advisory Center dated October 15, 1995, which was agreed with Gosgortekhnadzor, Russia, and its Charter, the Engtehlift Engineering Advisory Center has been an independent main expert organization, being a legal entity whose administrative and financial status exclude the possibility of influence on its business by interested parties or organizations.

Confirmation of the conformity of an elevator and elevator safety devices, as indicated in Appendix 2 to TR CU 011/2011, to the requirements of the present technical regulations is made in the form of a compulsory certification prior to their release into circulation on the territory of the Customs Union member states.

Certification of an elevator and elevator safety devices is made in the following sequence:

— Certification of an elevator and elevator safety devices, indicated in the Appendix 2 to TR CU 011/2011, is performed by a certification agency, accredited in accordance with the established procedure (hereinafter referred to as the Certification agency), on the basis of a contract with an applicant;
— compulsory certification of an elevator and elevator safety devices, designed for mass production, is made as per figure 3c (for a batch manufactured all at the same time) and per figure 4c (for a one-off manufacture), indicated in Appendix 3 to TR CU 011/2011;
— for compulsory certification, an applicant files an application for certification which is to include the following information:
— name and address of the applicant;
— name and address of the manufacturer;
— information that allows identifying the subject for certification;
— information on the location for performing tests on the subject for certification;
— information on standards used on a voluntary basis for ensuring compliance of the elevator and elevator safety devices with the requirements of the present technical regulation;
— the application for certification should be accompanied by documents proving compliance with the requirements of the present technical regulations:

  1. a) for elevator certification:
    — technical description;
    — operation manual (instructions);
    — electrical schematic diagram with a list of components;
    —  hydraulic diagram with a list of components for a hydraulically driven elevator;
    — test and measurement protocols, risk assessment protocols, made by the manufacturer or on its behalf (if any);
    — copies of certificates of conformity with technical regulations or, in cases established by the present technical regulations, test and measurement protocols,
    — copy of a quality management system certificate (if any), issued by a body accredited within the territory of a Customs Union member state;
  2. b) for certification of an elevator safety device:
    —  technical documentation (description, drawings, pictures);
    — copy of a quality management system certificate (if any), issued by a body accredited within the territory of a Customs Union member state;
    — when certifying an elevator, an applicant should provide for tests an assembled elevator of a one-off manufacture, a standard sample of a batch manufactured simultaneously or a standard sample of the elevator dimension range of mass production, and those documents indicated above
    — when certifying elevator safety devices as indicated in Appendix 2 TR CU 011/2011, shall be provided by the applicant to the certification agency for tests within the territory of the Custom Union member states:
    — a safety device of a one-off manufacture, a standard sample of a safety device of a batch manufactured simultaneously or a standard sample of the elevator dimension range of mass production;
    — component parts required for tests of the safety device being certified;
    — documents, as indicated above.
    Elevator safety devices produced by an elevator manufacturer which are used for the completing of elevators of its own production and supplied as spare parts for the replacement of identical elevator safety devices of elevators it has manufactured are not subject to compulsory certification. The test procedure for such elevator safety devices is established in standards from the list approved by the Customs Union Commission.
    Results of such tests are drawn up in protocols. Copies of protocols should be provided during the elevator certification;

Being a hazardous installation, an elevator is subject to compulsory technical control as stipulated by technical regulations of the Customs Union “Safety of elevators” TR CU 011/2011, approved by the Customs Union Commission Decision dated October 18, 2011. No. 824 (hereinafter referred to as — TR CU 011/2011) and corresponding national standards.

Elevators on the territory of the Russian Federation are to pass technical examinations (when putting into operation, periodical, partial) and inspections at the end of the designed service life (25 years).

Training and certification of managers and employees on elevators, escalators, and elevating platforms for disabled people.

The training center was built on the basis of the Engtehlift Engineering Advisory Center LLC in January 2003 as a division of the Engtehlift Engineering Advisory Center LLC.

In 2015 the Training center went through a verification procedure by experts of the Moscow Department for Education and obtained Licence No. 036936 dated December 25, 2015 to carry out educational activities.

The main task in the practice of the Training center is skill upgrading, professional retraining, professional training of employees of companies, organizations and institutions of all forms of ownership.
From June 2017. The Training Center of the Engtehlift Engineering Advisory Center LLC, License No. 036936 issued by the Moscow Department for Education, dated December 25, 2015, to carry out educational activities, carries out the pre-examination training and training of specialists and experts of organizations involved in the business of evaluation/confirmation of elevator compliance with requirements of the Technical Regulations of the Customs Union “Safety of Elevators” pursuant to the additional professional program of skill upgrading, based on the updated occupational standard “Specialist on the Evaluation of Conformity of Elevators with the Safety Requirements”, Order No. 267 of the Ministry of Labour and Social Security of the RF, dated 13.03.2017.

CERTIFICATION

 

CONTENT AND USE OF SCHEMES FOR CONFIRMING COMPLIANCE OF AN ELEVATOR, ELEVATOR SAFETY DEVICE WITH THE REQUIREMENTS OF THE TECHNICAL REGULATIONS “SAFETY OF ELEVATORS”

  1. Scheme 1c:
    1.1. accredited testing laboratory: carries out tests and measurements of elevator parameters at the facility where it is installed or on a test facility in accordance with the procedure and scope of tests, established by standards from the list approved by the Commission of the Customs Union; draws up the results of the tests and measurements as protocols.
    1.2. certification agency: carries out analysis of conformity of a certification subject, of the results of tests and measurements with the requirements of the technical regulations; carries out an audit of the manufacturing facilities; draws up and issues to an applicant a conformity certificate in case of positive results of the analysis of information and evidentiary materials indicated in clause 6 of TR CU 011/2011, and also in case of positive results of tests and measurements made by an accredited testing laboratory; carries out inspection control of the certified subject of certification. Periodicity of the inspection control is established by the certification agency, but at least once per year.
    2. Scheme 3c (for a batch manufactured simultaneously) and Scheme 4c (for a one-off manufacture):
    2.1. accredited testing laboratory: carries out tests and measurements of elevator parameters at the facility where it is installed or at a test facility in accordance with the procedure and scope of tests established by standards from the list approved by the Commission of the Customs Union; draws up the results of tests and measurements as protocols.
    2.2. certification agency: carries out analysis of conformity of the certification subject, of the results of tests and measurements with the requirements of the technical regulations; carries out an audit of the manufacturing facilities; draws up and issues to an applicant a conformity certificate in case of positive results of the analysis of the information and evidentiary materials indicated in clause 6 of TR CU 011/2011, and also in case of positive results of tests and measurements made by an accredited testing laboratory.
    3. Scheme 4d (declaration scheme):
    3.1 applicant: prepares its own evidence as indicated in clause 6 of TR CU 011/2011; files an application to an accredited testing laboratory (center) for conformity assessment in the form of a technical examination of the elevator;
    3.2. accredited testing laboratory (center): carries out the conformity assessment in the form of a technical examination of the elevator; draws up a certificate of the technical examination of the elevator;
    3.3. an applicant, on the basis of its own evidence and positive results of the technical examination, draws up a conformity certificate.

PROVISION OF NON-DISCRIMINATING ACCESS TO SERVICES FOR THE ASSESSMENT (CONFIRMATION) OF CONFORMITY.

Non-discriminating access to services for the assessment (confirmation) of conformity stipulates the provision of equal conditions for provision of services to their consumers irrespective of their organizational legal forms and legal relations with the person who renders such services. This requirement is expressed in the following requirements on the business of a certification agency:

– policy and procedures in compliance with which a certification agency works, and also management thereof, should not be discriminatory, raise barriers or hinder availability to applicants.

– a certification agency provides access to its services to all applicants whose business is in the area of its competence, by posting information on its website.

– access to the process of assessment (confirmation) of conformity should not depend on the customer’s characteristics or its membership in any association or group. There should be no inappropriate financial or other conditions.

– price or temporal discrimination against customers, all other conditions being equal, is to be excluded;

Any application for the performance of works on assessment (confirmation) of conformity of elevators (safety devices), or registration of an elevator conformity declaration, is to be entered in the journals of the relevant certification agency. These applications can be rejected only in those cases stipulated by the regulatory documentation.

Violation of this requirement can be appealed in accordance with the appeals procedure.

GUARANTEE OF INFORMATION CONFIDENTIALITY

A certification agency takes all measures to ensure the safekeeping of confidential information on applicant companies which is obtained during the process of assessment (confirmation) of conformity. Confidential information may include information on manufacturing processes, equipment quantity, scope of works performed and other information that a certification agency should not disclose.

A certification agency ensures the confidentiality of the information on results of the conformity assessment carried out for Customers by doing as follows:

– employees of a certification agency are not allowed to pass to external parties (or private persons) information on the characteristics of finished products which are provided by a Customer for a conformity assessment, or any other information which is the customer’s commercially sensitive information. Transfer of the information on results of an assessment (confirmation) of conformity which is owned by a Customer, or third party familiarization with it, is only possible with the agreement of the Customer;

– all employees of a certification agency are warned in writing of the necessity for safeguarding the confidential information which they obtain from a Customer during an assessment (confirmation) of conformity and of liability for disclosure of this information or its transfer to external parties. All employees of a certification agency have signed an information confidentiality statement;

– in order to restrict the distribution of the information and ensure its confidentiality, only employees who directly participate in the performance of an assessment (confirmation) of conformity or drawing up its results have access to such information. Consent for access to the information by other employees who are not participating in the process of assessment (confirmation) of conformity can only be given by the head of the certification agency or the management of the Engtehlift Engineering Advisory Center LLC.

Only the management of a certification agency and the management of the Engtehlift Engineering Advisory Center LLC have the right of unrestricted access to any information.

In case of a breach of confidentiality, employees of the certification agency will be subject to administrative and pecuniary penalties. Each specific case of violation is examined by the head of the certification agency, who will draw up a proposal for the enterprise management as to the punishment (dismissal, whole or partial loss of bonuses and fringe benefits, reassignment to a lower position and so on), which is to be formalized in accordance with the procedure established in the Engtehlift Engineering Advisory Center LLC.

In advertisements for its business, a certification agency cannot mention without the agreement of an applicant, that it carries out (carried out) any works for a given applicant. All business materials of a certification agency are confidential.

The head of a certification agency is responsible for compliance by its employees with the confidentiality requirements .

 

PROCEDURE FOR THE CONSIDERATION OF GRIEVANCES, CLAIMS AND APPEALS AGAINST ACTIONS OF EMPLOYEES OF A CERTIFICATION AGENCY

A certification agency should impartially and swiftly consider grievances, claims and appeals of an applicant, and take a reasoned decision.

An applicant is informed as to the procedure for consideration of grievances, claims and appeals prior to the acceptance of an application for the assessment of conformity of elevators with the requirements of the Technical regulations (or at the same time as the acceptance of an application).

 

Rules for hearing appeals.

An applicant who is dissatisfied with decisions made and/or in case of complaint against actions of employees of a certification agency has the right to address the head of the certification agency with a grievance, claim or appeal within a month of receiving the corresponding document from such certification agency or carrying out the corresponding works (when making a complaint against actions of employees of the certification agency).

Grievances, claims and appeals are accepted for examination in writing.  In exceptional cases, it is possible to have an oral consideration of complaints and claims.

Grievances, claims and appeals should be accompanied by documents which substantiate the same.

Grievances, claims and appeals on issues related to procedures and forms of documents which are established in legal and regulatory documents of the Russian Federation, or organisational and methodical documents of an accrediting agency, are not to be considered by a certification agency.

Grievances, claims and appeals are to be considered by a commission formed by the head of a certification agency within 14 days from the moment of their receipt.  The head of the certification agency shall take a decision within that same period. An applicant is informed of the decision in writing. Results of the commission session are formalized in protocols which are to be kept in the archive of the organization.

If an applicant is not satisfied with a decision made by the Head of a certification agency, it can apply to the Federal Service for Accreditation in accordance with the established procedure or take legal action.

A decision of the Federal Service for Accreditation on grievances of applicants is compulsory for a certification agency but can be appealed in accordance with the procedure established in the Russian Federation.

Copies of claims, plans for remedial actions, materials which confirm the elimination of discrepancies, etc., connected with the business of a certification agency are to be kept in the archive of a certification agency. Retention period – within the period of the certificate validity.

PRICES FOR THE CERTIFICATION OF ELEVATORS AND ELEVATOR SAFETY DEVICES:

  • One elevator model  — 6000€
  • Each subsequent elevator model  — 5000€ (for mass production)
  • For a batch manufactured simultaneously and for a one-off batch – 4000€
  • One model of a speed limit device — 2500€
  • One model of a shaft door lock — 2800€
  • One model of a buffer with nonlinear characteristics — 2500€
  • One model of a hydraulic rupture disk — 3500€
  • One model of safety gears for hard braking  — 2500€
  • One model of safety gears for smooth braking — 3500€ plus each test with the replacement of guide lines and safety gears — 500€ (if safety gears are adjustable and the speed of the elevator cab is relatively high)

The certification price does not include travel expenses for a visit to the elevator manufacturer or to the elevator safety device manufacturer.

Each model of a certified elevator is to pass certification tests with the participation of specialists of an accredited testing center on the tower of the manufacturer or at an operation facility in accordance with an agreed program.

Each model of a certified elevator safety device is to pass certification tests in an accredited testing center on Russian territory. An exception is made for elevator safety devices which are produced by the elevator manufacturer used for the completing of the elevators which they manufacture.

RIGHTS AND OBLIGATIONS OF AN APPLICANT

  1. An applicant has the right:
    to choose a form and scheme for confirmation of conformity as stipulated for certain types of products by the corresponding technical regulations;
    to apply for compulsory certification to any certification agency whose accreditation area covers products which the applicant intends to have certified;
    to complain to the accreditation body of inappropriate actions of certification agencies and accredited testing laboratories (centers) in compliance with the laws of the Russian Federation;
    to use technical documentation for confirmation of conformity of products with the requirements of technical regulations.
    2. An applicant has to:
    ensure the conformity of products with the requirements of the technical regulations;
    release into circulation products which are subject to compulsory certification only after carrying out such conformity confirmation;
    indicate in accompanying documents information on the conformity certificate or conformity declaration;
    submit to the authorities of public oversight (supervision) over compliance with the requirements of technical regulations, and also to concerned persons those documents which evidence confirmation of conformity of products with the requirements of technical regulations (conformity declaration, conformity certificate or copies thereof);
    suspend or cease sales of products if the validity of a conformity certificate or conformity declaration is suspended or terminated;
    inform the certification agency of changes made in technical documentation or production processes of certified products;
    suspend manufacture of products which have passed confirmation of conformity and do not comply with requirements of technical regulations, on the basis of decisions of authorities of public oversight (supervision) over compliance with the requirements of technical regulations;
    suspend or cease sales of products if the validity of a conformity certificate or conformity declaration has expired, except for products released for circulation within the Russian Federation during the period of validity of a conformity declaration or a conformity certificate, within the shelf life or service life of products which are established in compliance with the laws of the Russian Federation.
